An RFP or less formal Project Overview document describing system requirements, environment, cost, deadline and other external constraints is written during this phase. Additionally a broad strategy or approach is developed. It is critically important that all parties agree on the scope of work and goals of the project during this phase in a project kickoff meeting. A project with ill-defined goals or scope will not succeed.
